With reference to the memorandum which Mr.

Ikemiya left in this office on the 25th of August, concerning the proposed institution by Messrs. Hayashi & Co. of Nagasaki of a motor-boat fishing fleet with headquarters in Hong Kong, I am directed to inform you that there is no objection on the part of this Government to the proposals put forward, on the understanding of course that the regulations of the Port will be observed by the Company.
